Non-Council Owned Community Halls Grant

West Wimmera Shire Council is committed to supporting not-for-profit voluntary committees that manage non-Council owned community halls. Each financial year, eligible committees may apply for financial assistance towards facility insurance costs, in recognition of their valuable contribution to community infrastructure and cohesion.

Grant Streams

A) Public and Products Liability Insurance Contribution
Council may contribute up to $800 per year towards the cost of public and products liability insurance.
Eligible applicants: Not-for-profit committees that manage non-Council owned community halls which serve the broader community.

B) Building and Contents Insurance Contribution
Council may contribute up to 35% of total insurance costs towards building and contents insurance.
Eligible applicants: Not-for-profit committees that manage non-Council owned community halls which serve the broader community.

Application Information

Applications must be submitted online via SmartyGrants.

Applications are assessed by Council officers and then referred to Council for determination.

Successful applicants will receive grant funds as soon as practicable after approval.

Applicants are encouraged to contact the Community Development team for support before applying.

Applicants will be notified upon successful lodgement of their application.

Successful recipients must submit a copy of the renewed insurance policy and payment receipt within three months of receiving the grant.

Assessment Criteria

All applications are assessed based on:

  • Reason for the grant application

  • Benefit to the community provided by the hall

  • Evidence of insurance payment

  • Supporting data including:

    • Schedule of events held in the past 12 months (with attendance numbers)

    • Number of committee meetings per year

    • List of all committee members

Additional criteria for Building and Contents Insurance Contribution:

  • Community profile of use

  • Replacement value of building and contents

  • Financial statements

  • Condition of the building, including:

    • Whether the building contains asbestos

    • Whether the insurance sum covers full replacement

    • Financial capacity to meet shortfalls

    • Business or strategic plan (if applicable)

Additional Information

Successful applicants may also apply for other community grants under separate guidelines.

These guidelines were adopted by Council in April 2024 and are subject to annual review.
