West Wimmera Shire Council is seeking funding through the Tiny Towns Fund to deliver the Apsley Hall Facilities Upgrade project.
The project will deliver essential upgrades to improve safety, accessibility and functionality at the Apsley Hall, which serves as the primary community venue for the township. Works focus on removing hazardous materials, upgrading amenities, and improving access to the building to ensure the hall remains a safe and inclusive space for community use.
Scope
The project includes the removal of asbestos-containing materials within the Apsley Hall, including vinyl flooring in the foyer, toilet partitions and ceiling lining. These works will eliminate key safety risks and enable future refurbishment of the building.
The upgrade will deliver five new toilet cubicles, including the incorporation of one ambulant cubicle within both the male and female amenities, improving accessibility and compliance.
A new compliant concrete entrance pathway will be constructed to replace the existing steep and uneven access, improving safe and equitable entry for all users.
Additional works include installation of new ceiling lining, along with associated carpentry, floor levelling, plastering and painting to complete the upgraded areas to a safe and functional standard.
Why this project is important
The Apsley Hall is the township’s central community facility and plays an essential role in supporting social connection, events and local services in a town with limited alternative infrastructure. It hosts a wide range of regular and seasonal activities including seniors groups, craft groups, markets, performances and community gatherings.
The presence of asbestos-containing materials within the building presents an ongoing safety risk and increases the cost and complexity of maintaining the facility. Current access arrangements also present a significant barrier, with the existing entrance pathway not compliant with accessibility standards.
The addition of ambulant toilet facilities will improve inclusivity and ensure the hall better meets the needs of all users. These upgrades will support continued use of the hall for community events and strengthen its role as a key social and civic hub for Apsley.
